It is observed that as the physique of the workman greatly benefits by weekly rest, he can (and will most certainly when working piece work, as is the common custom in Hongkong) perform considerably more work in a day, when working 6 days in a week, than when working continuously throughout the seven. So that instead of an increase of say 7 per cent, I think it probable that the actual increase in cost as regards buildings would not be more than half that amount, the condition (it should be clearly understood) being that the suspension of Sunday labour is not partial but general. If operations suspended on Sunday only were resumed under Government Contracts it is not unlikely, for the reasons already explained, that the cost of Public Works would be increased.
It is estimated that the cost would be increased at least 10 per cent.
